EIPAS is an innovation of the Executive Office of Energy and Environmental Affairs (EEA). It is a portfolio of projects that builds upon standardized and optimized business processes.

2017-Present

EIPAS initially focused on three key initiatives: online permitting, public access to data and shared technology services architecture. Each of these initiatives has potential for significant and continuous return on investment (ROI).

 

EEA estimates that upon complete implementation of the e-Permitting portal, an average reduction of 20% - 30% in time to decision will be achieved. This can be attributed to system validation, ensuring the completeness of application information prior to the review process. Reduced time to decision means that regulated entities can accelerate project schedules and conduct business sooner, resulting in a positive economic benefit.

 

Improving EEA’s ability to provide access to data - and expanding engagement with constituents, citizens, and other government agencies - is a cornerstone of EIPAS. To meet this goal, EEA released two Public Portals: a Public Access Portal and a Data Portal. The portals provide transparency regarding the data that EEA collects and the entities that EEA regulates. Furthermore, they provide an efficient self-service platform to our constituents, and reduces an agency's manual and time consuming efforts needed to comply with public records requests. MassDEP estimates that 3 FTEs will be able to be redeployed to other high value activities as additional data sets and documents are published online.
